Suppose we have 4 topics and 4 data writers, we can create a DDS system with only one publisher with 4 data writers, each connected to one topic or create 4 publishers with one data writer in each, connected to a topic. What is the basis of deciding which is a better design? Any suggestions are welcome.

A Publisher is a collection of writers and provides additional features to all writers as a group. These features are the publisher Qos, the publisher listener, coherent updates and the ability to suspend a publisher. From a design perspective the number of publishers is a scoping decision based on the expected use of these control features.
